Andrew Palffy, P. E.

Andy Palffy has over 20 years of experience in professional civil engineering and land development.  As acting President and Principal-In-Charge, Andy oversees operations and is responsible for client promotion, retention and business development. In addition, Andy is responsible for the day-to-day business activities and overall project management and administration involving budgets, schedules and technical quality control.  Experienced in successfully coordinating with cities, utility companies and other professional consultants, Andy consistently achieves project budget and time goals.

Andy has been responsible for the management of many projects in both private and public sectors through all stages of planning, design and construction. Andy’s proven ability in engineering and project coordination make him a very effective Principal-In-Charge.

As Project Manager, Harry Burrowes has over 20 years of experience managing major planning, design, and infrastructure projects for both public and private sector clients. His experience has been focused on large, complex projects involving major infrastructure analysis, planning, financing, funding, design, construction, and environmental processing. Typical projects have included master-planned communities, mixed-use developments, major roadways and freeways, interchanges, storm drainage, sewer outfall, water storage and distribution, parks and landscaping and other community facilities. His experience includes managing teams of staff and sub-consultants in the planning, financial feasibility, environmental and municipal permitting, design and construction of complex projects involving multiple public agency coordination and levels of approval.

Harry’s finance experience includes the ongoing management of all phases of assessment districts, community facility districts, street lighting and landscape maintenance districts including formation activities and process, financing strategies, determination of proper tax spreads, accounting, public relations, continuing segregation and apportionments, and reassessment proceedings. He has a thorough knowledge of both Assessment District and Community Facilities District (CFD/Mello Roos) finance from formation to completion.

Linda Rimbach’s responsibilities include all aspects of project management including team oversight, managing sub-consultants, agency review, client coordination, and contract administration. Linda has 20 years of experience in Civil Engineering. Her working history in residential and commercial site design as well as public infrastructure experience enables her to assist with land planning, final engineering, and construction administration projects. 

Linda’s extensive experience with both private clients as well as public agencies gives her a unique ability to help secure project approval and completion. This ability, as well as her expertise in engineering and design, make her a valuable asset to dk Consulting.

DAVID FRANCKE, P.E.

David Francke joined dk Consulting in 1987. During his 20 years at dk, his responsibilities have included all aspects of project design and project management, including engineering design, hydrology and hydraulic studies, agency coordination, and client liaison.

David’s extensive experience with computers and CADD, including AutoCAD and Land Desktop, has given him the additional responsibilities of maintaining a cutting-edge CADD system by establishing the company’s CADD standards and providing in-house training/refresher courses to the staff. As senior engineer, David oversees the engineers, designers and drafters within the engineering design department.

 

Tim Woloshyn, AICP

Tim Woloshyn joined dk Consulting after spending many years on both sides of the planning desk – as a developer and as a municipal planner.  As dk’s Senior Planning Manager, he oversees planning work for the firm, particularly the crafting and compilation of specific plans, and conducting site-specific planning and analysis.  Beyond the design stage, Tim specializes in obtaining entitlements in California’s complex regulatory environment, with his goals set on achieving win-win solutions for all stakeholders.

Prior to joining dk, Tim was a project manager for Warmington Homes California, where he led forward planning efforts for thousands of housing units in master-planned communities and higher-density infill projects.  He was also a key member of the acquisition team, involved in site selection, feasibility analysis and product architecture. In earlier years Tim was a planner for a variety of municipalities across the United States and overseas, evaluating development proposals for commercial and residential land uses and assisting in writing land use policy.  His most recent role in public sector was at the City of San Francisco Planning Department.

DAN DRUMMOND, L.S.

Dan Drummond is responsible for supervising all survey activities for both field and office personnel. Dan is knowledgeable in plane and geodetic survey procedures, equipment and materials used in surveying and mapping transportation facilities, computers and their applications, principles of communication, supervision, and safety procedures. Dan also resolves all boundary surveys, supervises and signs all final maps, ALTA surveys, condominium plans, and legal descriptions.  His years of experience as party chief combined with his office project skills and his education make him well qualified to manage and supervise any survey project.
